Static image quality can be an issue but not as much as you think.  This question usually comes up when installers are using the app via their phone.  These images are called install images and Ad Agencies are not too concerned about the quality.  They want to be able to verify the correct creative is going up and that it is posted on the correct media type.  They understand that these are not being taken by a professional photographer and may be taken in some pretty poor conditions, like rain or in the middle of the night.  Other image types like Close-Ups or Approach images are expected to be of better image quality but not as good as Glamour images.

Digital image quality is not typically an issue either.  Actual images of units (screen) are typically screenshots from webcams.  Ad Agencies want to be able to verify the correct creative is going up and that it is posted on the correct media type.
